Modi government should read the writing on the wall and be flexible
Modi Bhakts (blind followers of Narendra Modi ) were thinking that by abrogating article 370 giving special status to Jammu and Kashmir in most unconstitutional manner and by silencing all voices in the valley they have achieved a grand success and have implemented one of their main agenda but the developments in the valley hints that this misadventure has failed . BJP or its earlier avtar Jansangh has always believed that domination not accommodation is the only way forward for in the changed political and social scenario after 2014 it gave some electoral dividend to BJP. After its overwhelming victory in 2019 parliamentary election it started implementing its traditional agenda abrogation of article 370 was one of them. Unlike Atal ji Modi Shah duo didn’t believe in winning heart but in imposing their will upon the people. By using all force at your command you may implement any policy but you could not win hearts of the people and it may not be said to be a moral choice in a democracy. First of all it must be cleared in the mind of every one that as per constitutional arrangement article 370 could only be abrogated if there is unanimity between the constituent assembly of India and Jammu and Kashmir since there is no constituent assembly in both places this was amended to be Indian parliament and J&K assembly. BJP as a well thought out strategy first withdrew support from Mahbooba Mufti government in which it was the junior partner then president rule was imposed there it was the first step towards abrogation of the said article then on the basis of its majority in Lok sabha and support from non Congress opposition in Rajya Sabha abrogated it without any consultation even from state governor and other stake holders including political parties civil society group etc. Even its consultation from governor has no meaning as governor is not the representative of the people but of President of India or of central government but actually of ruling party. Unfortunately the main protector of our constitution President of India signed the bill meekly. The matter was brought to SC but it too did not gave the importance it must have been given and the issue is still pending there. For about one year people of valley were deprived of their all fundamental rights including 4G net connection. Valley was already converted into a cantt. and after this arrangement security was beefed up further. According to a rough estimate there is one soldier behind every third Kashmiri, one can imagine how difficult the life in valley would be. All political leaders including ex chief ministers Farooq Abdullah, Umar Abdullah, Mahbooba Mufti ex union minster Professor Saifuddin Soz , M Y Tarigami Sajjad Lon and hundreds like them all were put under house arrest.
After about a year there is some relaxation, all house arrested chief minsters are free now political leaders are out of jail. Modi government may not accept publically but according to informed sources it has realized its blunder and is thinking to return to old arrangements and most probably it may use SC to get safe passage. On the other hand all political parties in the valley have resolved to fight for restoration of article 370 and 35 A. They met under the chairmanship of Dr. Farooq Abdullah and formed a new group named “ People alliance for Gupkar declaration” After the meeting Dr. Farooq Abdullah announced that “our motive is to fight for the restoration of August 4,2019 position. It is a constitutional battle to assure the return of all the rights which the people of J&K including Laddakh enjoyed before abrogation of article 370”. He hinted at taking into confidence members from all the regions of the erstwhile J&K state including Laddakh and Jammu in the next meeting which according to him will held very soon. The alliance of these regional parties which includes Awami National Conference, J&K peoples movement, Awami Ittehad Party and People’s Democratic Front has not restricted its goal to restoration of article 370 only but also include final settlement of Kashmir issue.
The joining hands of rival political parties in the valley is a significant development. They have not joined hands for any political purpose but for a cause the restoration of special status of Kashmir as enshrined in the constitution of India. It is the result of perception that politics in J&K is a face off with union government and reflection of increased Kashmiri alienation from the national mainstream. The hot heads of RSS and national media specially irresponsible TV channels, Hindi news papers have played very important role in alienating a large section of Kashmiris from national mainstream. We Indians as a nation too have failed the Kashmiris as most of us out of fear could not muster courage to stand up with Kashmiris when their democratic constitutional and fundamental rights were being snatched. National integration could not be achieved by use of brute force and enforcing one’s will upon others it could well be advanced through patient negotiation and accommodation. It is time Modi government shows some magnamity and flexibility it should be sensitive to the sentiments of Kashmiris should restore to them what has been snatched and adopt the policy of Atal ji and Dr Manmohan Singh that has succeeded to a great extent in finishing the alienation of kashmiris and has restored normalcy there to a great extent. The ball is in Modi government’s court it should respect the sentiments expressed in Gupkar declaration.
